Putnam Bikeway over Metro-North Railroad, Stages 2 & 3
HVEA provided design and construction inspection services for this project that constructed a 3.0 mile shared used path along a former railroad embankment in the Town of Carmel.
HVEA was responsible for all of the environmental tasks including coordination with NYCDEP/NYSDEC and multiple permit applications. The design included a 10 foot asphalt bikeway with grass shoulders, large drainage culverts and swales and the rehabilitation and re-decking of a reservoir causeway bridge.
All of the construction was in the NYCDEP watershed. HVEA prepared a Stormwater Pollution Prevention Plan (SWPPP) and coordinated with the DEP to secure their approval. The project was funded with federal funds through the Federal Transportation Administration; FTA functioned as the lead agency for NEPA. HVEA also provided construction inspection services for this project and was responsible for the construction oversight including MPT implementation, contractor coordination and project recordkeeping and documentation.
